零撲殺政策昨日零時上路，繼印度之後，台灣成為亞洲第2個實施零撲殺政策的國家，農委會昨日特別召開記者會宣示「12夜」正式劃下句點。但政策實際上路後，問題將會逐一浮現，專家建議，農委會應定期檢討，並且多關注經費人力不足的偏鄉，才不會讓政策的美意打折。

獸醫師公會全國聯合會理事長陳培中指出，零撲殺昨日正式實施，可以減少生命逝去，顯示台灣進入文明世界，常有人說，這個政策缺乏配套，不該這麼早上路，但事實上，若不放手去做，永遠不會知道需要那些配套措施，建議農委會每半年都要檢討一次零撲殺帶來的影響，針對問題做改進，並縮小城鄉之間動物福利的差距，多關注經費人力不足的地區。

陳培中表示，收容所零撲殺屬於後端的政策，就怕前端不斷捕犬進入收容所，導致塞車，應針對在外遊蕩的流浪狗執行專案減量，否則在外一直繁殖，流浪族群永遠不會減少。此外，也要對民眾加強生命教育，讓飼主認識到自己的責任，告訴飼主不要棄養，從源頭開始減量。

零撲殺上路也令陳培中相當感慨，他說，很多獸醫師都投入第一線的收容工作，希望簡稚澄園長自殺的不幸事件，不會再重演。

零撲殺上路後，領養成了流浪狗離開收容所唯一的途徑，外界擔心，普通成犬或個性凶猛的犬類較難親近新飼主，若無人願意領養，該如何處理。

台南市動物防疫保護處處長吳名彬表示，過去成犬、大型犬，可能個性凶猛，確實較難媒合出去，但以台南市的做法為例，結合農業推出工作犬，讓犬隻協助看管豬、牛或果園，產生了相當好的媒合效果，未來台南也會再推出工廠犬，派出所警戒犬等，擴大流浪犬可以「工作」的範圍。

農委會副主委黃金城指出，零撲殺政策經過2年的緩衝，中間有實行各項配套政策，可能仍有不足之處，要漸進改善，包括農委會補助各縣市增設收容中心時，曾碰上地方民眾抗爭，在土地難尋的情況下，部分縣市建設卡關，而貓狗的壽命動輒也有10多年，在外流浪會不斷生育，因此絕育相當重要，才能在源頭控管數量，這也是政府未來努力的目標。

針對台北高等行政法院對於國民黨黨產做出的裁定，總統府發言人黃重諺今天(16日)回應媒體詢問時表示，尚未了解具體內容，但解決黨產問題的基本價值一致不變。

黃重諺說：『(原音)基本價值是一致的，解決黨產的問題不只是民眾認為期待該處理，更重要的是，如果這些相關不當黨產的問題可以解決，它本身可以對台灣的民主，還有包括政黨競爭的公平性促進上有實質的幫助，我想這才是社會應該要共同追求的價值，我想重點應該是在這裡。』

台北高等行政法院16日裁定，中投、欣裕台充公案的行政訴訟終結確定前，不當黨產處理委員會應停止執行收歸國有的決議，避免對國民黨及中投、欣裕台兩家公司權利造成難以回復的損害。
